Under an Obama plan every single bracket you listed would see a tax decrease. They would see a decrease with McCain as well, just not as much. The idea that their taxes are going up isn't even supported by your own link.
The lowest to the 4th highest quintile will see a tax decrease if you look under the column "average federal tax change". See that negative sign? that means taxes will go down. In fact if you look a little be closer you will see that people in the lower 95% in terms of GDP will all see a tax cut.
